Child Passenger Safety Week is September 19-25 this year, and it is a great time to check over your current safety seat situation and make sure your kids are secure and plan for what you will need as your children grow. With many parents not knowing the laws or the guidelines for when to move their children between rear-facing safety seats and convertible seats to booster seats and beyond, this is definitely a topic worth paying attention too and reading up on.
Research done by the Children’s Hospital of Philadelphia has shown that risk of injury to children is reduced by 60% when a belt-positioning booster seat is used rather than seat belts alone. For instance, in my state of Ohio, as of last year, 1/6/09, the law states that children between 4 and 8 years of age need to be secured in a booster seat. This is to protect children in the case of an accident who are not yet as large as an adult, but who have outgrown their car seat.

California state law requires children to ride in a federally approved baby car seat or child booster seat until they are at least 6 years old or weigh at least 60 pounds.

If the child is under 8 years old but is taller than 4’9″, the child may ride in a seat belt according to West Virginia law.

In Illinois, it’s measured by weight and height. I called the local police and asked them. The officer told me that the safest time to let them sit without a booster seat is when the crack of their butt is against the crack of the seat and their feet are flat on the floor.

Here is a bit of MIssouri’s law: Children ages 4 through 7 who weigh more than 40 pounds but less than 80 pounds or are not at least 4’9″ tall must ride in an appropriate child car seat or booster seat.

In KY, children, who are under seven years of age and between 40 and 50 inches tall, must be in a booster seat.

Illinois Law doesn’t go by weight, for reasons that won’t fit in this comment, but here is the law:
“Illinois law requires all children to be properly restrained in a child safety seat or booster seat until age eight. After age eight, Illinois law requires everyone under the age of 19 to be properly restrained anywhere in the vehicle.”
