It took a few clicks but I finally was able to order mine. It kept saying Service Unavailable but after about 6 or 7 tries clicking on that page it came up. Just keep trying it will work.

It’s 10:25 PST and I just ordered all 3! It doesn’t say 1 per household and each time I submitted, it went through! You just have to use 3 different email addresses, I think.
Also, if you keep getting the “Service Unavailable” or another error message, just keep refreshing and filling out the form and it will eventually work.
