I contacted amazon. The promotion is valid but only for new members. If there is an existing membership that had not been used (ie prime video had not been utilized) it could be cancelled, refunded and purchased at the discounted rate. I use my prime video so I cannot get a refund if I cancel or add additional time to my current membership.
