How do you get on the Target mailing list for the special mailers, like the Thanksgiving and Target Bright mailer? Is it card holders only?

They have some great sales on toys this week. My target let me use the $10/1 tag reader on the tag jr set thats one sale for $14.99 making it only $4.99!!!!
