I work for a newspaper and see these machines in action and I also deliver these same papers to stores and newsracks. Sometimes the machine inserters miss inserting an ad in a newspaper and sometimes insert 2 ads instead of 1. if the paper’s missing an ad, grab a paper from lower in the bunch or open the plastic strap on a new bundle. the missing ads aren’t always due to someone stealing them, but many times they are, I personally make sure the store pays for those papers, if they can’t keep people from stealing them, they they get to buy them.

I complained to the store manager in four different WaWa’s in southern NJ one Sunday morning because I couldn’t find coupon inserts in any of the Philadelphia papers. The Philly paper always has better/more coupons in their inserts than our local paper and even though it’s more expensive it’s worth it to get the coupons. Unfortunately, people take them out all the time without buying the paper. Three of the four stores said other people had complained of the same thing and they actually moved the Sunday display of Philly papers close to the registers so the cashiers could keep an eye on them. That stopped the missing insert problem! So I’d go ahead and complain if I were you. Maybe they’ll do something about it.
