I always wonder about coupon in pdf format. After checking with this website, this is the answer I received.

Actually, it is not a valid coupon, but was the working sample ad that was posted on the Beef Retail site for retailers to review. The “FPO” or “Sample” text should have been carried over onto all three coupon positions and were simply to be used for display purposes only. Unfortunately, the retailers did not allow for any web-based coupons with this particular promotion. Regrettably, this should error should have been corrected awhile ago. We apologize for the confusion this may have caused and will talk with our website team to have this fixed ASAP. Thank you for bringing this to our attention.
