Yes, it's active now. Drugstore monthly deals don't always run exactly corresponding to the month. They align with the weekly deals so they may overlap with the months before and after.

Today I bought one but the price was 3.49 and I didn't get any ECB. Disappointed.
My sister bought one on Dec 2 and the ECB printed. Today I bought one (same town but different store) and the ECB did not print. The manager said he did not know anything about this monthly deal.
