First of all, you actually can roll RRs at Walgreens. The issue is that you can't roll RRs from one deal on the same deal to keep it going. However, if you have RRs from a different deal, you can use those to pay and still earn more RRs. CVS is different though. You don't have to worry about any of that. My experience is the top shelf is Oreos and other such cookie boxes, then the small boxes of the crackers are on the shelf beneath it.
